Initially when we planning to create the Azure database there are some choices to be made. Choices mean the type of data tire we going to use.

From feature level basic is the minimum level and 2GB is the database size. Beginner this space is enough for the certain level. Depending your enterprise level of data you can select the minimum capacity as well
The most important feature is the DTU(Data Transfer Units) DTU is the primary method of sizing the Azure databases. DTU is a combination of CPU , Memory and storage requirements.

Other than DTU`s
You can decide the restore time and recovery options as well. If you use require allocate more memory for OLTP (Online Transaction Process) based on you data level use can customize the storage as well.
